Position Summary: 



Enterprise Spend Management (ESM) provides business gains through spend analytics and establishing organizational controls and policies to manage costs enterprise wide. In this role, half of the time will be spent managing the logging and maintenance of a high volume of contracts using a centralized repository. Forty percent of the time the contract procurement specialist will provide Purchase order processing responsibilities. This position my require providing supplemental support to sourcing and/or accounts processing.
Contract Management

  • Provides in-depth reporting/analysis activities for Procurement area and directly assists in completion of specific procurement tasks
  • Responsible for data entry of high volume of contracts into centralized repository
  • Manages contract renewal notifications in conjunction with Sourcing Specialist
  • Expedites requests for contract details and/or copies
  • Generates reporting from centralized repository

Purchase Order Processing

  • Provides Purchase Order processing and reporting (monthly open purchase orders)
  • Ensures compliance with PRA Procurement Policy and Purchase Order procedures
  • Successfully handles most non-routine issues, escalates issues that cannot be resolved to management
  • Adheres to accounting principles and internal policies
  • Provides customer service support to help resolve purchase order issues in a timely manner
  • Maintains positive work relationships with members of other groups and support teams to communicate effectively and to ensure compliance with cross-team responsibilities
  • Assists in establishing and maintaining strong, collaborative relationships with internal and external customers to identify additional ways to be of service and ensure customer satisfaction
  • Prepare requested packages for internal and external auditors; other duties may be assigned.
  • Responsible for ensuring compliance with applicable laws, regulations and company policies across areas of organizational responsibility

Department Support

  • Assists Strategic Sourcing with RFP process when needed
  • Work on special projects as requested by management; supports the department and may participate on enterprise-wide workgroups as requested.

Professional Experience/Qualifications:

  • Bachelor’s degree in any business discipline; and
  • Minimum 3 years of related work experience.
  • Proven analytical competency.
  • Advance knowledge of contracts and procurement process a plus.
  • Working knowledge of generally accepted acquisition policies, procedures, contractual terms and conditions, and methods.
  • Knowledge of automated spreadsheet, word processing, and PowerPoint, and e-sourcing application skills.
  • Achieves assigned results by decisions and actions based on professional methods, training, business principles, and practical experience.
  • Independently completes tasks with little direction and guidance from management and project supervisors. Accomplishes tasks and makes decisions within established policies and guidelines. Achieves assigned results by making decisions and actions based on professional methods, training, business principles, and practical experience.
  • Recognizes and communicates potential issues to his/her team leader as appropriate
  • Independent Judgment/Complexity - Prioritizes projects well both independently and with some direction and guidance from management. Must be comfortable working in and leading cross functional teams of subject matter experts. Needs to be able to make decisions and accomplish tasks within established policies and guidelines.
